SP Korolev Chief Designers Board Reviews ISS Program

S.P. Korolev Rocket and Space Corporation Energia's Chief Designers Board meeting.

At OAO S.P. Korolev Rocket and Space Corporation Energia, the Chief Designers Board meeting chaired by V.A. Lopota, the Corporation President, General Designer, took place. Among the issues under review were the following: current state of the International Space Station (ISS) Russian Segment (RS) and going on with its mission Program implementation, progress in prelaunch processing of Soyuz OIA-12 transport manned space vehicle and final works phase, which Expedition 16 (ISS-16) crew will perform.

The following reports were made at the meeting:

- on operational status of Soyuz OIA-12 transport manned space vehicle;

- on Soyuz-FG launch vehicle flight readiness for Soyuz OIA-12 space vehicle launch;

- on Launch Complex availability for launching Rocket and Space Complex with Soyuz OIA-12 space vehicle;

- on Soyuz OIA-11space vehicle readiness for flight completion;

- on availability of ground control loop and ground control infrastructure systems to perform operations with Soyuz OIA-12, Soyuz OIA-11 space vehicles and ISS;

- on availability of search and rescue systems to perform operations in support of Soyuz OIA-12 space vehicle launch and Soyuz OIA-11 space vehicle landing;

- on readiness of Expedition 17 (ISS-17) crew, Visiting Crew (VC-14) for execution of the forthcoming works program on the ISS and ISS-16 crews for descent;

- on health state of ISS-17, ISS-16 crews, as well as Visiting Crew (VC-14);

- on Soyuz OIA-12 space vehicle compliance with the Technical Decision and normative documents.

Supporting papers, reports and conclusions of the Chief Designers, authorized representatives of the organizations and enterprises involved in the ISS Program implementation were heard.

They included, for instance, conclusions on Soyuz OIA-12 space vehicle readiness; general conclusion on the Soyuz FG/Soyuz OIA-12 Rocket and Space Complex components and all ISS technical facilities required for the coming flight phase, which stated that during prelaunch processing of the manned space vehicles all the earlier made remarks and recommendations proposed by the Technical Commission had been taken into account; no real obstacles to going on with the works under the ISS Program, including launch of Soyuz OIA-12 space vehicle and return to Earth of Soyuz OIA-11 space vehicle, are currently existing.

Cheif designers Board resolved to approve the RSC Energia - proposed Plan for the coming final efforts to prepare and launch Soyuz OIA-12 transport manned space vehicle and return to Earth of Soyuz OIA-11 space vehicle, as well as the Corporation proposals concerning ISS-17 Expedition and VC-14 programs.

The Chief Designers Board was also attended by the Secretary of State, Deputy Head of Roscosmos V.A. Davydov, the Head of Roscosmos Human Flight Programs Office A.B. Krasnov, the representatives of Roscosmos and NASA.

For reference:

1. RSC Energia after S.P. Korolev is the leading enterprise in Russia engaged in the development and operation of the ISS Russian Segment, its integration into the station, as well as transport - engineering support using Soyuz, Progress - type space vehicles.

2. Soyuz OIA-12 space vehicle is slated to be launched on April 8, 2008 at 15 hours 16 minutes Moscow Time to the ISS, while Soyuz OIA-11space vehicle is slated to be returned to Earth on April 19, 2008 at 12 hours 27 minutes Moscow Time.

3. ISS-17 Expedition Program is scheduled to last 198 days (onboard ISS - 196 days), while VC-14 duration is 12 days (onboard ISS - 10 days).

On March 11, 2008 S.P. Korolev Rocket and Space Corporation Energia hosted the enlarged field working meeting of Expert Board on legislative support to develop Defense - Industrial Complex, of which the Chairman of the Russian Federation Federal Assembly Federal Council is in charge.
