Russia threatens to veto French UN resolution on Aleppo ceasefire
United Nations, United States (AFP) Oct 7, 2016 - Russia on Friday threatened to use its veto to block a French-drafted UN resolution calling for an end to the bombing of Aleppo and the grounding of all warplanes over the Syrian city.

"I cannot possibly see how we can let this resolution pass," Russian Ambassador Vitaly Churkin told reporters when asked whether he would resort to the veto.

Following a closed-door Security Council meeting on Syria, Churkin said the French measure was "hastily put together," adding, "I believe this is not designed to make progress, but to cause a Russian veto."

Council members have been holding negotiations for the past week over the draft resolution, which calls for an end to the bombing of Aleppo, access for aid deliveries and a halt to all military flights over the city.

French Ambassador Francois Delattre said the resolution has "very strong support" within the 15-member council and that "there was no time to waste" for addressing the unfolding disaster in Aleppo.

French Foreign Minister Jean-Marc Ayrault said the vote on Saturday would be a "moment of truth for all the Security Council members," following talks in Washington with US Secretary of State John Kerry.

The Russian and Syrian bombing campaigns in Aleppo have triggered global outrage, with the United States demanding a war crimes investigation.

The proportion of Russian airstrikes in Syria targeting the Islamic State group is falling, suggesting Moscow's priority is to help the Assad regime rather than to combat terrorism, according to analysis published Sunday.

In the first quarter of 2016, 26 percent of Russian airstrikes in Syria targeted IS, according to the IHS Conflict Monitor.

That dipped to 22 percent in the second quarter, and 17 percent in the third quarter.

"Last September, President (Vladimir) Putin said it was Russia's mission to fight international terrorism and specifically the Islamic State," said Alex Kokcharov, principal Russia analyst at IHS Country Risk.

"Our data suggests that is not the case.

"Russia's priority is to provide military support to the Assad government and, most likely, transform the Syrian civil war from a multi-party conflict into a binary one between the Syrian government and jihadist groups like the Islamic State."

This had the effect of "undermining the case for providing international support to the opposition", he said.

Russia on Saturday vetoed a UN draft resolution demanding an end to the bombing of Aleppo, which has escalated since the Russian-backed Syrian army launched an offensive against rebels in the city last month.

IHS also confirmed that territory controlled by the IS group in Iraq and Syria continues to shrink, from about 68,300 square kilometres (26,370 square miles) in July to about 65,500 square kilometres last week.
