Russian Deputy Prime Minister Dmitry Rogozin recommends seeking off-budget funds and developing public-private partnership in space exploration projects. "Another dimension is the search for an off-budget financing source. It is directly related to the role we play on the global space market," he said at a meeting of the Federal Space Agency Board.
